2009 I am the Senate sponsor of this House bill sponsored by Representative Jerry Frangas. The bill adds foreclosure as one of the reasons in the law that allows the prosecution of landlords for failing to pay bills for which they had received payment from tenants, which is known as “equity skimming.” The introduced version of the bill also allowed tenants’ rental contracts to be terminated if there were complaints of substantial public nuisances, but that portion of the bill was removed because it was a different subject from equity skimming, which is the main topic of the bill. (Colorado law allows bills to have only a single subject.)
