I am the Senate sponsor of this House bill sponsored by Representative Michael Merrifield. The bill prohibits schools and school districts from offering financial incentives for enrolling in their programs. The bill was designed to prevent a recurrence of what happened with a charter school in Pueblo, where the school gave parents $100 for enrolling their children in the school for the first time. The bill was amended in the House and Senate Education Committees to ensure that it does not prohibit schools or districts from providing incentives for things like good attendance, from hiring students or parents to work at the school, or from providing students with laptops.
