2010 MARCH ON!
March begins with a return to “normal” business, which is welcome after several late nights at the Capitol in February because of two bill marathons – one to eliminate a bunch of tax exemptions and the other to do budget-cutting for the current fiscal year. Somehow we managed to squeeze our regular bills into the calendar around those groups of special bills. On the last meeting day of February (Friday the 26th), the State Senate passed 50 bills!

CUTTING THE BUDGET
State revenue for the current fiscal year (which ends on June 30, 2010) has not kept up with the very conservative forecasts that the budget was based on when we passed it during the 2009 legislative session. Therefore, the Legislature passed a group of 30 bills to reduce appropriations to state departments by a total of nearly $400 million. The result is that the state General Fund spending for FY 2009-10 is now approximately $523 million less than it was for FY 2008-09! (It is almost unprecedented for the General Fund to go down from one year to the next.) At the same time, the state population is still going up, and so are demands for state services.
CAUCUS ON THE 16TH!
Because 2010 is an even-numbered year, it’s a year with “general elections,” and that means party caucuses will be held. They are on March 16 at 7 p.m. Here are the precinct caucus locations for the Democratic Party in Senate District 19:
